The National Guard is expected to begin helping Baltimore police maintain order today after the governor declared a state of emergency as the city erupted in riots yesterday. Mayor Stephanie Rawlings-Blake imposed a 10 p.m. to 5 a.m. curfew in an effort to stop the rioters.
